
The BCAFN Governance Toolkit: A Guide to Nation Building, was developed to assist Indigenous Nations in BC (Canada) in rebuilding governance. The authors of the toolkit, the Honourable Jody Wilson-Raybould and Professor Tim Raybould, McGill Institute for the Study of Canada, have created this free site to provide access to the Toolkit.

Indigenous Nations in Canada are in an important period of transition. They are moving away from systems of governance imposed by the state (e.g., the Indian Act) in favour of building their own institutions and enacting laws pursuant to their inherent rights recognized under the Canadian Constitution and as called for in the United Nations Declaration on the Rights of Indigenous Peoples.
The ToolKit is in Three parts. Part One: the Governance Report, provides essential reference information about how Indigenous self-government is being implemented in BC and how, where necessary, Nations, are engaging in reconciliation discussions with the Crown.
Part Two: the Self-Assessment is a practical tool that can be used by any Nation regardless of where it might be in the work of Nation rebuilding. The Self-Assessment has two modules:
•Module One - The Governing Body - Establishing Effective Governance
•Module Two - The Administration - Establishing Effective Organization
Part Three, A Guide to Community Engagement, is a step-by-step guide to undertaking the essential community work that is integral in any effort at Nation rebuilding. It includes a number of tools that can be customized to assist Nations’ that are starting or continuing discussions with their citizens about the importance of good governance and options for governance reform,
